The Rictor Effect: The Great San Diego earthquake on July 5th, 2006, at 1:10 p.m. was a result of the kidnap and torture of Julio Richter by Magneto after the boy manifested his seismic abilities in Guadalajara, Mexico.

Almost the entire roster of X-Men scrambled to help the boy and stop Magneto from using him, but Julio did not have a level of fine control over his abilites yet and ruptured a previously unknown fault line off the California coast, causing an earthquake measuring 8.3 on the Richter scale to nearly level the city. The X-Men were finally able to rescue the boy, but at the cost of letting Magneto escape.

However, when the team reached the beach they discovered that an underwater landslide had caused a mega tsunami. By tearing off the psychic limiters on his telekinesis Legion, Cable, and Phoenix were able to halt the first wave while the team of Iceman, Storm, and Sunfire stopped the remaining secondaries. As a result of this exertion Legion suffered a psychotic break.

Red X and the remaining X-Men reported to San Diego to help begin cleanup, which has lasted months. In August Magneto claimed responsibility for the city's destruction, causing the already volatile political climate towards mutants to become even moreso.
