Founding
In April 2006, after an elopement and marriage, Alison Blaire and Haroun al-Rashid made the decision to step down as active members of the X-Men in order to focus on their life together and raising Alison's adopted son, Miles. To this end, they left Westchester for Southern California, and after discussion with Professor Charles Xavier, instituted the West Coast Annex as a training facility for reserve X-Men and adult mutants who would not fit in with the curriculum at the school.
The West Coast Annex is located outside of Fallbrook in northern San Diego county just east of the Marines' Camp, Peddleton.
In September 2009 Charles decided to move the West Coast Annex from being a training facility to a secondary team covering the West Coast. To this end, with Alison still at Muir Island recovering from Day Zero, he sent Scott Summers and Jean Grey to establish things.
