Eric Wagner was born in Bavaria, to a privileged old-blood family.  His childhood and adolescence passed about as you'd expect - but when he was in his twenties, he fell in love with a woman calling herself Raven Darkholme who was actually in love with him too and fell pregnant with his child.  Unfortunately for both of them, she wasn't the baseline human she looked like, and when she revealed this to him, possibly deliberately as a test or a show of good faith, he did not react well.  In the sense where he threw her down the side of a waterfall, very close to the end of her pregnancy, which brought on labour.  She found her way to a nearby Gypsy camp, or was found by some of its members, and the rest is history.

In the last thirty years, he has been consolidating his power in the region - as an aristocrat, he always had a local base of support, since he was careful not to do anything to alienate the people, and he solidified that before moving up to regional politics and finally to national, most recently.  His politics are extreme right-wing nationalism, comparable to Jorg Haider in Austria.

Finding out that his (future) wife was a "freak" and so, probably, was the child she was carrying pushed him further into that point of view, as well as specifically giving him an anti-mutant point of view once mutants started becoming more of an issue.  After pushing her off the waterfall, he went home and went on with his life, but it's been eating at him for thirty years that he can't be sure if she and the child actually died.  He tried to find out one way or another, more than once, but didn't find anything conclusive.
