Joel Rollins is the head of the Elpis board of directors, recruited for that job by Charles Xavier. With thirty-five years of experience in the NGO community and with the United Nations, he makes use of his extensive connections to help smooth the way for Elpis. Recently he has stepped aside in order for Nathan to take on the role.

Biography
Rollins began his career working for the UN, specifically the UN High Commissioner for Refugees. After over a decade of work in the field for the UNHCR, he resigned and worked for a series of NGOs, working his way up from field work to administrative positions and earning a reputation for being tough, committed to his work, and incorruptible.
He was approached by Charles Xavier to serve as the head of the Elpis board. Recognizing this as a unique opportunity, he accepted, and has worked doggedly to get Elpis properly established and accredited. He was particularly helpful when the situation in Prague arose, getting Elpis invited to participate first in the UN working group and then as part of the observer group sent to Smichov.
His interest in mutant affairs stems from the fact that his daughter, Petra, is a mutant. He sees Nathan as his eventual successor at the head of the organization, and has devoted a great deal of time to trying to teach the younger man the wonders of the diplomatic approach.
