SIROCCO is the remains of a crude 'pan-Islamic' super soldier program of the early nineties, spearheaded by Syria, and cobbled together from bought Soviet technology being sold off following the fall of the USSR. The four mutants involved in the program were all highly trained operatives from various Islamic countries (Egypt, Palestine, Syria, etc), selected for their limited mutations as well as their experience. SIROCCO is the remains of a crude 'pan-Islamic' super soldier program of the early nineties, spearheaded by Syria, and cobbled together from bought Soviet technology being sold off following the fall of the USSR. The four mutants involved in the program were all highly trained operatives from various Islamic countries (Egypt, Palestine, Syria, etc), selected for their limited mutations as well as their experience.
