SHIELD is a government organization that works as the US Government's chief asset in domestic security and intelligence regarding mutant affairs.

A secret government agency created in the 1980s, in the wake of Day Zero, SHIELD was made public as the government's mutant affairs response. Their relationship with the X-Men is complicated at best.

Back in the early eighties, there was a real backlash following the Pike and the Church commissions that involved the illegal use of both the FBI and the CIA in domestic spying and initiatives by the executives. On top of that, the NSA had been tied into improper disbursement of intelligence materials to other agencies. It was refered to as the 'Alphabet Soup' scandal, because of the acronyms of the agencies.

President Reagan, who would later face charges of using CIA contacts to illegally fund anti-communist terrorists, would follow through on the extensive recommendations of the Ford and Carter administrations and reorder and revise the roles of all the agencies with oversight.

Since at the time, the development of things like the internet, the first big computerized databases for information and transcripts were coming into Washington and these agencies. For the first time, that information became electronically transmitted and stored in early databases. The NSA in specific was largely involved in computer indexing from their inception. President Reagan, with his own priorities with the Cold War, decided that he wanted an agency that could provide revelant, contrasted, unfiltered data directly to the White House and a select group of lawmakers.

SHIELD was formed in 1983. Its existence has remained highly classified, known only to the President and a limited five-man oversight committee from the House of Representatives. SHIELD's original mandate was simple; it had priority access to intelligence resources, both raw and analyzed, that superceded all other agencies' authority. There wasn't an agency or intelligence structure in the US that was permitted to withhold information or assets to SHIELD.

For the first ten years, SHIELD was something of a joke. It was primarily staffed with technical weenies and analysts. However, it showed itself to have the ability to big picture intelligence information, tracing the wide range of issues and crises through overlapping agency territory. It was also used as a dumping ground for personnel who were considered either too disruptive or unorthodox for their respective agencies.

Following the first Gulf War, President Bush appointed newly minted General Nick Fury to be the head of SHIELD. Fury, an incredibly effective but very unconventional commander of special forces units during the war, had officially topped out with his promotion, and his views and actions had left him no room for advancement. Bush appointed him as a sort of farewell hollow honour.

Much like how the Secret Service went from solely an anti-counterfeiting squad to the primary protective detail of the Presidency, SHIELD grew by accident. Their original charter had given them first authority over other agencies. It was meant to just be data, but hadn't been defined as such. Fury, realising this, and having one of the most multidisciplinary staffs of any agency, began to do fieldwork. He was smart enough to not try to do what the CIA or the FBI already could. What he did was do that next step, where the other agencies' limitations and bureaucracy prevented them from doing. Because the chain of command and oversight was so incredibly short, Fury was able to push the envelope as he saw fit. Still, if it hadn't have been for a series of spectacular but classified successes in the early nineties, he likely would have been removed.

Since then, SHIELD grew into a larger yet still mostly classified organization. Like the CIA, its operating budget is classified and not released to the public. It also hides funding through multiple other departments. It has the authorization to work both inside and outside the United States, and when they respond, they have the authority to assume command of a scene. The only place they don't automatically have that authority is in situations involved the US military, but they do hold the same intelligence oversight with military intelligence.

There are three main branches of SHIELD. The intelligence gathering and analysis section, which is by far the largest. They communicate and share information with groups like STRIKE, Britain's version of SHIELD. There is an operations section, which includes agents in the field and response team. Typically, SHIELD keeps a very low profile on the operations side, working with local and national groups in an oversight capacity. However, as said, due to the nature of the agency, they have the ability to respond very quickly. Finally, there's the research and development side. SHIELD sponsors a lot of R&D, as well as often seizing that of other countries and agencies. When President McKenna ordered the complete disbanding of all secret mutant testing, most of that information ended up in the hands of SHIELD.

SHIELD has been developing a series of programs designed to respond to the growing number of mutants in the world. In their minds, eventually China or Russia is going to start weaponizing mutants, and they need to capacity to respond. These programs could include technological research from groups like Stark and Shaw Industries, genetic research, and mutant recruitment and training. The programs are known to the President and the oversight committee, but they are classified so not open to the public. Most of this is currently housed in the Triskelion, SHIELD's headquarters and R&D centre in New York.

After the events of Day Zero, the President brought SHIELD public as a "new" organization to help deal openly with mutant terrorism. The organization's previous existence and mandate is still classified, but they continue to operate with the same jurisdiction as before.

In November 2009 the Vault, a SHIELD-run prison facility for mutants, was announced and the transfer of mutant criminals from across the country begun. It also marked the country's biggest ever mass escape as Infectia managed to get hold of some Kick and successfully infected a number of guards and fellow prisoners with her spores. SHIELD was called in to assist in recapturing the prisoners and calming the riot at the prison, a task they found themselves hugely under-resourced for, requiring the quiet incorporation of the X-Men as "consultants."

Also during this time, Agent Coulson reported to Julian Keller that his parents and younger brother were missing. SHIELD later supported the X-Men during attacks on the facilities where the Kellers were being held.

In February 2011, SHIELD was called in during an X-Factor investigation involving recent mutant disappearances, and they arrived to take Karl Lykos into custody.

During the Hong Kong incident in August 2011, Luke Cage ended up losing his job with SHIELD. Shortly following these events, Fury place Agent Abigail Brand in the FBI to keep an eye on the cooperation between the FBI's Mutant Division and the X-Men.

In November 2011, SHIELD intervened during an FBI investigation into the death of several government agents in a supposed domestic terrorist act, stepping in to take down William Burnside, who had taken the staff of a lab hostage. The conflict ended with Burnside's death.

When several Friends of Humanity members spontaneously manifested mutant powers during a rally, SHIELD arrived on the scene to take the members to The Vault for containment and care. To this day, it is still unknown what caused that occurence.

SHIELD also assisted in the capture and arrest of two Genoshans responsible for the disappearance of young mutants in March 2012.

In September 2012, Agent Brand joined Garrison Kane on investigation in Minnesota identifying a biker who claimed to be the god Thor. After several days of investigation, she headed to Washington DC, saying SHIELD had called her back. She returned several days later with her team from SWORD - Supernatural Watch Observation and Response Department, of which she had been promoted to director - coming in right on the tail-end of a fight between the team Garrison had assembled, Thor, and Amora and the Valkyries. They took control of the scene, and brought Thor into custody.

At the end of September, Sam Guthrie met Agent Morse in Kentucky while she was undercover infiltrating the local Friends of Humanity chapter. She saved Sam when the FOH set the jail on fire after he'd been arrested, and informed him that the FOH was planning to burn down his family's home.

At the end of November, SHIELD had to deal with one of their own who went rogue, killing his x-wife and her husband and kidnapping his daughter. With the help of the FBI and the X-Men, they were able to recover Nathan Tyler who is currently in a coma following a fight in which his own daughter placed him there. Though he is in a coma, he is also a mutant and regarded highly dangerous and is currently under SHIELD supervision. He is labeled as inactive until further notice.

SWORD

The Supernatural Watch Observation and Response Department (S.W.O.R.D.) is a subset of SHIELD specifically tasked with investigating incidents that appear to have a supernatural or magical origin. It is currently small and quite new, owing its existence to the direct evidence of magical and supernatural incidents over the last several years. SWORD has a small number of dedicated agents who specialize in their fields, and deploys with regular SHIELD personnel and support in the field. Abigail Brand is the Director and reports directly to Fury.

The group was first introduced in the aftermath of the Aitkens, Minnesota incident.

SWORD was called in July 2014 when former SHIELD agent Nathan Tyler claimed to be under a possession of a demon calling herself D'spayre. The unite dispatched a small team in Italy when two of their agents came across the demon ritual. They were overpowered quickly and watched as Tandy Bowen was possessed by an ancient demon called The Dweller in the Dark. They regrouped in New York and stopped the demon from unleashing a portal and killing Spite in the process.
